I know this shouldn't be the first thing that comes to my mind, but aren't rocks muktzeh on Shabbos? Those men should shave off their beards and throw away their shtreimels. They are not religious Jews by any account. Through their actions they become representatives of the Charedim in the eyes of secular Israel, while meanwhile they themselves are actually desecrating Shabbos and the name of religious Judaism as a whole.
